[Idea] Fleet academy building

[Idea] Fleet academy building

So, I was just thinking while building ships, it would be neat to have some sort of "Fleet academy" building which produces trained crewers and officers. Say the ship gets some minor bonus for being staffed with trained professionals, or alternatively some sort of debuff if it isn't. Just if we have militia passively generated over time, it would make sense to have a spaceside complement.

What are your thoughts?

It might also be cool to have some sort of experience level for crews or commanders, Novice, Seasoned, Veteran, Elite type thing. Or just combat experience for the player to help unlock new goodies like strategies or special components or something along those lines.
