the best defense is a good offence, and the best offence is a good defense, I know this from playing capture the flag when i was younger, the team that had either of these would win, but when a good offence meets a good defense, the defense always wins, this is also true in war, since the defenders are on their own turf which allows them to defend with Superior positioning and tactics, when I played capture the flag, I had at least 10 of the kids under my command, we did a tactic i like to call layered wall, 2 or 3 lines deep with the kids placed a meter or two apart making triangles, and having a reserve of 4-2 kids to fill the gaps when the other team players were captured and escorted to jail. think of this as ships being destroyed and new fleets joining the battle, a never needing cycle. in this case having a good defense means you have to have a good production base and lots of members close by to continue to add fleets to the battle until it is won, while the attack has to build up a fleet and attack you from a far way off that makes it so he has to wait for his ships to arrive allowing your members to preposition and setup angles of attack and deploy defense tactics.
hope that helps a bit, take it as you will,
