[Pending] Excessive funds used during build of ships

Description: Description of the bug and what happens (sometimes am image shows things clearer than a wall of text)
Logged on a little while ago, queued up 10 corvettes for a build on a planet with 800 000 funds, each corvette costing 4100 C. Few mins later, my funds were all depleted, 4 corvettes finished the build, 6 more in queue for additional funds.


Steps to reproduce:
Build ships. At times it happens, other times I can build 100+ of these ships at what appears to be the stated funds per ship.
