You can't specifically target systems or components, but through R&D it's possible to build weapon components that have effects on them that may damage systems. Also there's the chance through normal attacks to damage/destroy components or systems. That is if I remember the answer that I was given to that same question lol.

You can specifically target components; it's just not implemented yet.

Awesome. The best RTS games have included detailed targeted. I'm looking forward to it.
